Client unable to load.. Empty Client unable to load..

Type (Forum, In-Game, Website): Kinda In-game/Client
Circumstance (How did it happen): I Ran the Client
What happened?:It was unable to connect to the server, the kinda message that appears when you try to access Maplestory or a private server while the server is down.
Additional information: I tried re-download the client, and the server was up at the time
